No matter what the literature says, some of the roots will take up to a month to send up the first shoots after planting. Resist the urge to replant the first year, wait until the second to replace any crowns that don't produce sprouts. This is their third year. The stalks of many crowns now exceed 1 inch in thickness, they are thicker than my thumbs and have pictures to prove it. They don't all shoot this big, but they all certainly break the barrier of what you find in the store. Any skinny shoots I let grow to maturity giving the crown some extra needed energy throughout the season to through off some big honken shoots.
